Allocation and distribution of deceased organs for transplantation has been a fundamental role of the Organ Procurement and Transplantation Network (OPTN) since its inception. The regulatory statute creating the OPTN was outlined the National Organ Transplant Act (NOTA), which was enacted by Congress in 1984. The OPTN has been operated since 1986 by the United Network for Organ Sharing (UNOS).
