A surface-enhanced Raman scattering (SERS) active metasurface composed of metallic nanohole arrays and metallic nanoparticles is developed. The metasurface can operate in aqueous environments, achieves an enhancement factor of 1.83 × 10 9 for Rhodamine 6G, and enables the detection of malachite green at a concentation of 0.46 ppb.
